When wildfire smoke turns a city orange, millions check a number produced by a system few of them ever think about. The federal audit record of that system deserves more attention than it gets.
GAO found the national monitoring system's infrastructure aging while annual EPA funding for state and local air-management grants fell about 20% after inflation — and recommended a formal modernization plan, which EPA generally accepted.
AQS and AirNow — the systems managing the nation's air-quality data — date to the 1990s and sometimes answer the same question differently. EPA reports difficulty finding IT staff who know the outdated software: a workforce gap nested inside the infrastructure gap.
The open design question
Low-cost sensors can go anywhere and state officials see real potential for hot-spot detection and smoke tracking — but GAO's own field demonstration found meaningful performance variability. The regulatory network is calibrated and defensible but sparse and aging. The future network is obviously hybrid; what's scarce is the QA specialists, calibration engineers, and data scientists who make heterogeneous data trustworthy. NOAA's ~$60 million Climate-Ready Workforce initiative is the first federal program sized to that reality.
The people running the network never make the news.
The system the public checks during smoke emergencies runs on state and local staff whose real funding fell for two decades, equipment past design life, and legacy software whose remaining experts are retiring. Sensor proliferation now produces more air data than anyone is staffed to quality-assure — fractional, specialized, trust-dependent demand. An assembly problem.
