THE BLINDSPOT

The clearance-and-export gate is the real bottleneck. Nobody assembles for it.

A cleared propulsion engineer can't work remotely, can't easily move between programs, and waits on clearance reciprocity that agencies process slowly. Layer ITAR/EAR exposure on nearly every technical artifact, and the true bottleneck emerges: not too few engineers, but too few paths to verify, clear, and deploy the ones who exist — in the fractional, specialized doses the work requires. That is the assembly problem in its purest form.
