The AWWA survey notes workforce concerns have fallen in ranked priority — not because the problem eased, but because its nature shifted from ‘not enough people’ to ‘losing irreplaceable knowledge.’ Utilities adapt to individual departures; the cumulative loss of institutional memory is the harder, quieter crisis.
