How to use it
Answer based on evidence you could show another reviewer today—not what the team expects to finish later. “Partial” means the evidence exists but is incomplete, disputed, stale, or still assumption-heavy.
This is a planning aid, not a certification. It does not replace engineering, legal, safety, acquisition, financial, regulatory, or sector-specific review.
How the working state is derived
- DISCOVER if outcome, operator/user, or decision authority lacks basic evidence.
- DEFINE if those foundations are only partial, or three or more active questions have no evidence yet.
- DE-RISK if the foundations are usable but at least one other evidence gap remains, or three or more items are still partial.
- EXECUTE only when no active question is marked “Not yet” and at most two are partial.
Sector is used only to make your Open Directory next step more relevant.
